一 | New Delhi, Oct 17 (UNI) Prime Minister Narendra Modi on Monday released the 12th instalment amount of Rs 16,000 crore to eligible farmers under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) through Direct Benefit Transfer.

He inaugurated a two-day event 'PM Kisan Samman Sammelan' at Indian Agricultural Research Institute.

Addressing the gathering, the prime minister said, "I congratulate the farmers and their family members for having received the 12th installment today under Pradhan Mantri Kisan Samman Nidhi through Direct Benefit Transfer ahead of Deepawali."

Under the scheme, eligible farmer families are provided a benefit of Rs 6000 per year in three equal instalments of Rs 2,000 each.

So far, eligible farmer families have received benefits of more than Rs 2 lakh crore under PM-KISAN.

The Prime Minister termed the scheme a transformational initiative.

During the event, Modi also inaugurated 600 Pradan Mantri Kisan Samruddhi Kendras (PMKSK) under the Ministry of Chemicals and Fertilizers.

Under the scheme, the fertilizer retail shops in the country will be converted into Pradan Mantri Kisan Samruddhi Kendras in a phased manner.

Pradan Mantri Kisan Samruddhi Kendras will cater to a wide variety of needs of the farmers and provide agri-inputs (fertilizers, seeds, implements); testing facilities for soil, seeds, fertilizers; generate awareness among farmers; provide information regarding various government schemes and ensure regular capacity building of retailers at block and district level outlets, the PMO said.

More than 3 lakh retail fertilizer shops are planned to be converted into PMKSK.

"From today, the work will start to convert over 3.15 lakh fertilizer shops into Pradhan Mantri Samruddhi Kendras. These Kendras will be a one stop solution catering to all requirements of our annadatas," the Prime Minister said.

The Prime Minister also launched Bharat Urea Bags, which will help companies market fertilizers under the single brand name Bharat.

"Through One Nation One Fertilizer, urea will now be available under one brand name - Bharat. This will ensure farmers do not undergo confusion and there is consistency in the quality of fertilizers," the Prime Minister said.

The Prime Minister also inaugurated the Agri Startup Conclave and Exhibition.

About 300 startups will showcase their innovation related to Precision Farming, Post-Harvest and Value Add Solutions, Allied Agriculture, Waste to Wealth, Mechanisation for Small Farmers, Supply Chain Management, Argi-Logistic, among others.

The platform would facilitate startups to interact with farmers, FPOs, agri-experts, corporates etc. Startups will also share their experience and interact with other stakeholders in technical sessions.

During the event, Modi also launched ‘Indian Edge’, an e-magazine on fertilizer.

It will provide information on domestic and international fertilizer scenarios, including recent developments, price trends analysis, availability and consumption, success stories of farmers, among others.

UNI ASU SY。 野 "보완수사권 원상복구"…與 "경찰 사건과 연결 잘못"서영교·박형수 고성 설전도…검찰개혁 후속법안 5건은 1소위로 국회 법제사법위원회 국민의힘 위원들이 26일 서울 여의도 국회에서 열린 제438회 국회(임시회) 법제사법위원회 제3차 전체회의에서 서영교 위원장의 의사진행에 항의하고 있다. 2026.8.26 ⓒ 뉴스1 유승관 기자(서울=뉴스1) 김세정 기자 = 여야가 26일 국회 법제사법위원회에서 보완수사권 폐지와 조희대 대법원장 사퇴 요구 등을 놓고 설전을 벌였다.여야 법사위원들은 이날 오전 국회에서 열린 법사위 전체회의에서 중대범죄수사청장 인사청문회 도입을 위한 국회법·인사청문회법 개정안을 심사하며 검사의 보완수사권 폐지를 두고 엇갈린 입장을 내놨다.야당 간사인 박형수 국민의힘 의원은 "중수청을 만드는 법률은 검찰청을 없애고 그 기능을 행정안전부로 옮기는 것"이라며 "이렇게 개편하는 게 국민적 동의를 얻을 수 있는지 심도 깊은 논의를 하고 추진했어야 했는데 민주당이 일방적으로 통과시킨 것에 대단히 유감스럽게 생각한다"고 말했다.그러면서 "지금도 우리는 형사소송법에 검찰의 보완수사권을 부활시키고 중수청을 설치하는 법안도 다시 한번 검토해야 된다고 주장한다"고 말했다.주진우 국민의힘 의원도 제주 실종 사건 등을 거론하며 "지금이라도 검사의 보완수사권을 원상 복구하는 방법을 법사위 차원에서 논의해야 한다"며 "법사위가 국민, 민생을 위해 가동되는 것이라면 현재 발생한 상황을 반영해 가며 법을 바꿔 나가는 것이 국민에 대한 의무"라고 주장했다.이에 김동아 더불어민주당 의원은 "제주 실종 사건은 이미 보완수사권이 있을 때 일어난 일이고, 그게 수사와 무슨 연관이 있나"라며 "경찰이 다 잘못했기 때문에 검찰에 보완수사권을 줘야 한다는 이런 논리는 매우 잘못됐다"고 반박했다.서영교 법사위원장도 "경찰의 잘못은 철저히 지적하고 일벌백계해야 한다"면서도 "이것이 보완수사권과 연결되는 것은 아니다"라고 말했다.여야는 조희대 대법원장의 거취 문제를 둘러싸고도 맞붙었다. 윤상현 국민의힘 의원은 김민석 대표가 조 대법원장을 '조희대 씨'라고 부르며 사퇴를 요구한 데 대해 "한마디로 헌법기관에 대한 부정 아닌가"라며 "사퇴를 압박하고 현수막을 거는 건 헌법 위반 아닌가"라고 지적했다.반면 여당 간사인 김승원 민주당 의원은 "조 대법원장이 사법부를 정쟁의 한가운데로 몰아넣었다"며 "왜 대법원장이 정의와 인권의 최후 보루로서 불법 계엄의 부당성을 밝히지 못했느냐"고 주장했다.노경필 법원행정처장은 조 대법원장 사퇴 요구에 대한 입장을 묻는 말에 "제가 말씀드리기 적절하지 않은 사안인 것 같다"고 말을 아꼈다.현직 대통령의 재판 진행 여부를 두고도 공방이 이어졌다.노 처장은 김승원 의원의 관련 질의에 "헌법 교과서도 의견이 분분한 것으로 알고 있다"면서도 "대통령의 국가원수로서 지위나 국격, 직무수행 등 여러 사정을 고려했을 때 아무래도 재판은 진행되지 않는 것이 더 적절하다고 판단해 헌법에 그런 규정이 들어가지 않았나라는 개인적인 생각은 있다"고 말했다.회의 진행 방식을 놓고 서 위원장과 박형수 의원 간 고성이 오가기도 했다. 박 의원이 법안 토론 시간을 제한하는 데 항의하자 서 위원장은 "의사일정은 위원장이 진행하는 것"이라고 맞받았다. 언쟁 과정에서 서 위원장이 박 의원을 향해 "어디다 반말하는 것인가. 몇 살이야"라고 목소리를 높이자 국민의힘 의원들도 거세게 항의했다.법사위는 이날 중수청장을 국회 인사청문 대상에 추가하는 국회법 개정안과 이에 맞춰 관련 규정을 정비하는 인사청문회법 개정안을 의결했다. 중수청 출범 시점에 맞춰 두 법안의 시행일은 오는 10월 2일로 수정했다.나머지 검찰개혁 후속 법안 5건은 법안심사1소위로 회부됐다. 김승원 의원이 대표발의한 공소청법 개정안과 서 위원장이 대표발의한 형사소송법 개정안은 오는 10월 2일에 맞춰 다른 법률에 남아 있는 검찰청·검사 관련 규정과 용어를 일괄 정비하는 내용을 담고 있다.성폭력·스토킹 범죄를 경찰이 수사한 경우 의무적으로 검사에게 송치하도록 하는 성폭력처벌법·스토킹처벌법 개정안과 수사·송치·보완수사·재수사·공소제기 과정에서 주요 수사행위 등을 형사사법정보시스템에 기록하도록 하는 형사사법절차 전자화 촉진법 개정안도 함께 소위로 넘겨졌다.이진수 법무부 장관 직무대행은 공소청 출범 준비 상황에 대해 "10월 2일 개청에 맞춰 직제안 등 협의가 진행되고 있고 출범에 문제가 없을 것으로 생각한다"고 밝혔다.。
