[email protected][제주=뉴시스] 우장호 오영재 기자 = "여기서 일해도 냄새 전혀 안 났어요. 너무 놀라서 밥도 못 먹었어요."26일 오전 제주시 한림읍의 한 야자수 농장. 지난 24일 장미란(37·여)씨가 숨진 채 발견된 곳으로 들어가는 길목에는 인적이 드물었다. 간간이 도보 여행객이 지나갔고, 주변 비닐하우스에서는 농민들이 밭일을 하고 있었다.농장 앞에는 쪽파밭이 넓게 펼쳐져 있었다. 밭에서 조금만 안쪽으로 들어가면 야자수가 빽빽하게 들어선 숲이 나타났다. 바깥에서는 안쪽이 잘 보이지 않았다. 사람 한 명이 들어가면 어디로 움직이는지조차 쉽게 확인하기 어려워 보였다.장씨가 발견된 곳은 그가 장기간 머물던 숙소에서 직선거리로 약 400ｍ 떨어져 있다. 성인 걸음으로 5분 남짓이면 닿을 수 있는 거리다.하지만 이곳에서 밭일을 해온 농민들은 그 안에서 무슨 일이 벌어지고 있었는지 알아차리지 못했다. 인근 비닐하우스에서 일하는 A(73)씨는 "여기서 일해도 냄새는 전혀 안 났다"고 했다.A씨는 이날 야자수 농장 쪽을 가리키며 "보롬(바람의 제주어)이 더울 때는 저쪽으로 간다"며 북쪽 바닷가 방향을 가리켰다. 바람이 부는 방향과 농장 주변의 지형 때문에 냄새가 한쪽으로 머물지 않았을 것이라는 설명이었다.그는 "(이 지역은)평소에도 사고가 나거나 그런 일이 없었다"며 "시신이 발견됐다는 이야기를 나중에 듣고서야 알았다. 너무 놀랐다"고 말했다.농장 바로 앞에서 밭일을 하던 사람들도 마찬가지였다. 쪽파밭을 오가며 농사일을 하기는 했지만 야자수숲 안쪽을 자세히 살피지는 않았던 것으로 파악됐다. 밭일을 위해 가끔 주변을 지나다녔지만 특별한 낌새를 눈치채지 못했다는 것이다.야자수 농장의 특성도 한 몫했을 것으로 보인다. 현장 관계자들에 따르면 이곳의 야자수는 수시로 사람이 드나들며 관리하는 작물이 아니다. 1년에 몇 차례 갈색으로 변한 마른 줄기 등을 제거하는 정도의 관리가 주된 작업이어서 농장주 역시 한동안 농장 안쪽에 자주 출입하지 않은 것으로 알려졌다.야자수 줄기와 잎이 촘촘하게 들어선 데다 사람이 오갈 이유도 많지 않았던 만큼 숲 안쪽이 사실상 사람들의 시야에서 벗어나 있었던 셈이다.제주 특유의 자연환경도 냄새를 감추는 데 영향을 줬을 가능성이 있다. 현장에서는 제주 지역 토양이 비교적 빗물 배수가 잘되는 데다 바람이 강하게 부는 곳이어서 시신 부패 과정에서 발생하는 냄새가 주변에 오래 머물지 않았을 것이라는 분석도 나온다.                   [제주=뉴시스] 우장호 기자 = '제주 실종자 허위 종결' 사건 파문이 이어지는 26일 오전 장미란(37)씨의 시신이 발견된 제주시 한림읍의 한 야자수 농장에서 경찰이 현장 보존을 하고 있다. 2026.08.26. [email protected]무엇보다 농장 주변은 쪽파 등 밭작물이 재배되는 농경지다. 비료와 퇴비, 농약 등을 사용하는 곳이어서 평소에도 흙냄새와 농자재 냄새 등이 뒤섞여 난다는 것이 주변 농민들의 설명이다.현장을 지키던 경찰관도 주변 환경만으로 이상한 냄새를 곧바로 시신에서 비롯된 것으로 판단하기는 쉽지 않았을 가능성이 있다고 했다.시신이 발견된 날 인근 농가의 분위기는 완전히 달라졌다.A씨는 "비닐하우스에서 같이 일하던 사람이 5명 정도였는데, 시신이 발견된 날에는 다들 충격을 받아 일을 제대로 하지 못했다"고 말했다.일을 하다 오전에 돌아간 사람도 있었다. A씨는 "밥도 못 먹겠고 도저히 일을 할 수 없다고 해서 돌아간 사람도 있었다"며 "나도 나오지 말라고 했는데 농사일이 바빠서 겨우 나왔다"고 했다.그렇게 사람들의 일상과 맞닿아 있던 곳에서 장씨의 시신이 발견됐다.장씨가 사라진 것은 지난 5월12일이다. 가족이 사흘 뒤인 15일 경찰에 실종 신고를 했지만 담당 경찰관인 제주서부경찰서 실종팀 소속 부(30대) 경장은 장씨의 생사나 소재를 제대로 확인하지 않은 채 사건을 종결한 것으로 조사됐다.가족과 연락이 닿아 안전을 확인한 것처럼 허위로 처리하고 관련 내용을 전산망에서 삭제한 혐의도 받고 있다.가족이 지난달 19일 다시 신고하면서 상황이 뒤집혔다. 경찰은 앞선 실종 처리가 잘못됐다는 사실을 파악하고 수색에 나섰다.그리고 지난 24일 오전 10시46분께 장씨는 최초 실종 신고가 접수된 지 100일 넘게 지난 뒤 숙소에서 불과 400ｍ 떨어진 야자수숲에서 숨진 채 발견됐다.                   [제주=뉴시스] 우장호 기자 = 장미란(37)씨 등 실종자 허위 종결 사건으로 직무유기 등 혐의를 받고 있는 제주 서부경찰서 소속 부 경장이 25일 오후 제주지방법원에서 구속 전 피의자 심문(영장실질심사)를 받은 후 이동하고 있다. 2026.08.25. [email protected]불과 몇 분 거리였다. 경찰은 현재까지 확인된 시신의 상태와 발견 당시 상황 등을 토대로 범죄 피해 가능성이 높지는 않은 것으로 보고 있다. 정확한 사인은 부검을 통해 확인하고 있다. 휴대전화 포렌식 등을 통해 장씨의 실종 전후 행적과 범죄 연루 가능성도 확인하고 있다.경찰이 장씨의 안전을 확인한 것처럼 사건을 허위로 종결한 사실이 드러나면서 초기 대응을 둘러싼 의문은 더욱 커지고 있다.온라인에서도 "밤에 왜 인적이 드문 야자수숲에 들어갔겠느냐", "경찰이 처음부터 결론을 정해놓은 것 아니냐"는 등의 의혹이 확산하고 있다.경찰은 장씨 사건 외에도 부 경장이 처리한 다른 실종사건에서도 허위종결 정황을 확인했다. 지난 7월2일 실종 신고가 접수된 60대 남성 사건에서도 허위 내용으로 사건을 종결한 혐의를 받고 있다. 이 남성 역시 이후 숨진 채 발견됐다.부 경장은 직무유기와 공전자기록 위작·행사 등의 혐의로 구속됐다. 제주지법은 지난 25일 영장실질심사를 거쳐 도주 및 증거인멸 우려가 있다며 구속영장을 발부했다. 부 경장은 혐의를 부인하는 것으로 전해졌다.경찰은 부 경장이 지난해 3월부터 최근까지 제주서부경찰서 실종팀에서 종결한 실종사건 298건을 대상으로 전수조사를 벌이고 있다. 추가 허위종결 사례가 있었는지 확인하기 위해서다.부 경장의 진술 조사에는 프로파일러도 투입됐다. 경찰은 허위종결을 하게 된 경위와 범행 동기 등을 조사하고 있다. 장씨와 60대 남성의 휴대전화 통화기록에서는 부 경장과 직접 통화한 내역은 확인되지 않은 것으로 파악됐다.。    RENO, Nev. -- In an ongoing legal battle with the Biden administration over a Nevada lithium mine, environmentalists are poised to return to court with a new approach accusing U.S. wildlife officials of dragging their feet on a year-old petition seeking endangered species status for a tiny snail that lives nearby. The Western Watersheds Project said in its formal notice of intent to sue that the government's failure to list the Kings River pyrg as a threatened or endangered species could push it to the brink of extinction.It says the only place the snail is known to exist is in 13 shallow springs near where Lithium Americas is building its Thacker Pass Mine near the Oregon line.President Joe Biden has made ramped-up domestic production of lithium a key part of his blueprint for a greener future. Worldwide demand for the critical element in the manufacture of electric vehicle batteries is projected to increase six-fold by 2030 compared with 2020.Past lawsuits filed by conservationists and tribes have taken aim — largely unsuccessfully — at the Interior Department’s Bureau of Land Management, which they accused of cutting regulatory corners to expedite approval of the mine itself in 2021.The new approach targets the department's Fish and Wildlife Service, charged with ensuring protection of fish and wildlife habitat surrounding the mine site 200 miles (321 kilometers) northeast of Reno.Western Watersheds Project says groundwater pumping associated with the mine’s 370-foot-deep (113-meter) open pit will reduce or eliminate flows to the springs that support the snails.In the formal 90-day notice of intent to sue sent to Interior Secretary Deborah Haaland last month, they say her agency's failure to make a 12-month finding on the listing petition filed in September 2022 is a violation of the Endangered Species Act.“The Fish and Wildlife Service isn’t supposed to sit on its hands while species are in imminent danger of extinction, but the fact that it hasn’t met the deadlines on the pyrg raises questions about why they might be delaying,” Adam Bronstein, the project's Nevada director, said in a statement.“It would be absolutely unacceptable if the Biden Administration is waiting until it’s too late to save the species so as not to interrupt the construction of a lithium mine," he said.Interior Department spokeswoman Melissa Schwartz said in an email Thursday the department had no comment on the group's intent to sue.Western Watersheds Project said time is of the essence because the snails were imperiled even before any new mining was contemplated due to livestock grazing, round-building and, increasingly, the anticipated impacts of climate change.“The species has no regulatory protection whatsoever ... because it is not an endangered species, or even a Bureau of Land Management-listed Sensitive species, and has no state law protections," the notice said.Conservationists and tribal lawyers claimed a partial victory last year when U.S. District Judge Miranda Du concluded the bureau failed to fully comply with new interpretations of the 1872 Mining Law. But she stopped short of blocking the project, allowing construction to begin as the bureau shored up plans for disposal of waste rock.The opponents appealed, but the 9th U.S. Circuit Court of Appeals upheld Du's ruling in July.The tiny snail’s shell is less than 2 millimeters (0.08 inches) tall. By comparison, a U.S. nickel coin is 1.95 millimeters thick. They've managed to survive in isolated springs, which are remnants of extensive waterways that have covered what is now dry land only to recede many times over the last 2 million years, the listing petition said.The project says three of the springs are within a 1-mile (1.6-kilometer) buffer zone, the bureau established in its review of potential impacts of a 10-foot (3-meter) drawdown of the groundwater table, and the rest are less than 4 miles (4.8 kilometers) away."As drought frequency increases with climate change, the Kings River pyrg will be at high risk of extinction,” the letter to Haaland said. It notes that the Nevada Department of Wildlife considers the pyrg “extremely vulnerable to climate change.”Lithium Americas had no comment on the notice of intent to sue the Fish and Wildlife Service, spokesman Tim Crowley said. The company said when the listing petition was filed last year that it's done extensive work to design a project that avoids impacts to the springs.The Bureau of Land Management said earlier its environmental review of the project that it didn't detect any of the snails "within the direct footprint of the project or any area likely to be adversely affected by the project.”。
